International Workshop on the Development of Technical and Vocational Education and Training in Cambodia The Ministry of Labor and Vocational Training (MLVT), Cambodia and the Korea Research Institute for Vocational Education and Training (KRIVET)sponsored an international workshop bringing together all the stakeholders in the development and planning of the future of TVET in Cambodia. Held in Sunway Hotel on March 26-27, 2008, the workshop was opened by His Excellency Pich Sophoan, Secretary of State, MLVT who provided the vision for TVET in Cambodia. Speakers and participants included representatives from not only MLVT and KRIVET but also the Asian Development Bank, International Labor Organization, AFD, and UNESCO. |

Voucher Skills Training Improve Life for Over 70,000 Cambodians As part of Education Sector Development Program II, TVET (ADB Loan 2022 Cambodia), the 210 poorest Communes in 7 Provinces (Battambang, Kampot, Siem Reap, Kampong Chhnang, Takeo, Svey Reng and Stueng Treng) were selected to receive training vouchers with a value of up to $5000 per year for 3 years. The World Food Program poverty index was used to select the 40 percent poorest Communes in each of the 7 Provinces. The term “voucher” is used to identify a document informing Communes that a fixed amount of money has been set aside for them to implement a training plan which they will design with the assistance of a Community Development Specialist (CDS) working with the Provincial Training Center (PTC). The objective of this process is to alleviate poverty and improve the Commune’s economic future within the context of a national and provincial economic strategy. |

Training Programs were commune based, center based (PTC), and Enterprise based. Given the amount of the vouchers, most communes chose commune based training which included rice culture, cattle and pig raising, fish raising, vegetable growing, composting, motor bike maintenance and repair, sewing and weaving, wedding outfitting, beautician and barber training. Many of the graduates have already seen their income rise, have started new businesses and trained others to become their assistants. |
